Communal values - introduction

Does a nation, as a whole, have values?  Or are these a personal matter for individuals, who have to choose for themselves how they will live?

And, if we believe that there are some things that a community as a whole will need to applaud or censure, then what are they?  Where do we get our values from and how can we find values that will serve us well, and gain widespread agreement, in Britain in 2010?

Having decided which values to uphold, how can we actually apply them in a modern, market-driven, nation?
